Touloupakis Aguirre, LLC is pleased to announce a significant municipal zoning victory on behalf of our client, entrepreneur and developer Buyantogtokh “Buyan” Dashdeleg.
On September 15, 2026, the Village of Volo President and Board of Trustees officially adopted Ordinance No. O-26-11, approving a Zoning Map amendment that successfully rezones 17.87 acres of prime commercial property located at 30351 N US Highway 12. The land was shifted from its previous Rural Estate (RE) designation into the LI – Light Industrial District.
Partner Lupe Aguirre, who served as lead counsel for Mr. Dashdeleg throughout the annexation and rezoning process, presented the development plan before the village authorities.
The firm’s representation successfully achieved a unified zoning footprint for Mr. Dashdeleg’s broader commercial vision. He recently acquired ±23.254 total acres on the east side of Route 12, consisting of two adjoining parcels:
- 30351 N US Highway 12 (The newly rezoned ±17.87-acre tract)
- 30295 N US Highway 12 (An adjacent ±5.384-acre tract already zoned Light Industrial)
By establishing uniform Light Industrial (LI) zoning across the entire 23.254-acre footprint, the firm cleared the path for cohesive, high-value commercial development. During the public hearing, Attorney Aguirre demonstrated to the Planning and Zoning Commission (PZC) that the proposed light industrial uses are entirely compatible with the area’s existing land use and aligned seamlessly with Volo’s long-term Comprehensive Plan.
The PZC recommended approval of the rezoning by a unanimous 5-0 vote, leading to swift final passage by the Village Board. The finalized ordinance has since been formally recorded with the Lake County Recorder of Deeds.
“This successful zoning consolidation allows our client to unlock the full potential of this strategic highway location,” said Attorney Lupe Aguirre. “We are proud to partner with forward-thinking entrepreneurs like Buyan Dashdeleg to navigate complex municipal frameworks and bring impactful commercial developments to life.”
